Priory Community Support Centre (PCSC)

The project concerns the creation of a purpose built multi-use centre designed to meet the needs of the Community and Voluntary sector in the 21st Century. The existing Bodmin Town Football Club Grandstand will be demolished to provide the Community Building (PCSC); a new building providing accommodation for the Football Club, together with a new area of public open space incorporating a covered seating area which on match days will provide the Grandstand for the football club and at other times will be available for general public use.
Priory Community Support Centre
The multi-functional facility located in Bodmin will be a resource for the voluntary and community sector in North Cornwall and, as appropriate, the wider areas of East Cornwall. Additionally there will be public sector involvement through the delivery of further education services including vocational, business training and workforce development, together with the inclusion of a police community access point.

The facility will be highly adaptable but will allow for the separation of agencies which need to operate with privacy and confidentiality. There will be facilities for smaller agencies, for “hot-desking”, private interview rooms, training rooms, a publication and printing unit along with common facilities such as reception, kitchen and a general resource centre. All of which has full access for the less abled.

Shopmobility, a scheme whereby people with limited mobility are able to hire mobility aids such as powered scooters to access the town and its services, will also be incorporated in the building.

Bodmin Town Council (BTC) will relocate to the new building enabling it to work ever closer with and build on the partnerships already well established with such as the North Cornwall CAB, East Cornwall Council for Voluntary Service (ECCVS) and the North Cornwall Volunteer Centre.

The project partners include BTC, NCDC, ECCVS and Bodmin & Surrounding Area Forum (BASA).

GREEN LIGHT FOR PRIORY COMMUNITY BUILDING

At the Extra-ordinary Council Meeting on Tuesday evening, Councillors were pleased to receive confirmation of the £750k grant from the Learning and Skills Council which effectively completes the funding package for the Community building element of the Priory Community Support Centre Project.

Other Funding for the Project has been confirmed from Bodmin Town Council, North Cornwall District Council and the CCC Adult Education Service. However, funding for the Football Club element of the project is at a less developed stage and, in order to meet the time constraints imposed by the funding that has been secured for the Community aspect of the project, it was unanimously decided to proceed on a phased basis.

The Community building together with the necessary flood defence measures will be constructed now, with the Football Club changing rooms accommodation and the covered aspect over the seating area linking the two buildings being undertaken as phase 2 at a later date.

Whilst it is disappointing that the full Project will not be completed in one phase, the Council is aware that the community element of the project has assumed increasing importance in light of the current national financial situation and potential increased level of community need for services. Furthermore, there is an urgent need for the new building to be operational since at least two of the organisations that will be taking space in the Community building have been forced to vacate their premises in the centre of town and move into temporary accommodation.

It is expected that work on site will commence toward the end of this year with the new Community Building and new area of public open space open and operational by the end of 2009.

The Mayor, Councillor Bob Micek said ‘this is excellent news, not just for the people of Bodmin but for those in the wider North and East of the County, with a range of community, voluntary and statutory agencies being able to move into the new purpose built accommodation. Not only will they be able to deliver their services from more friendly and totally accessible surroundings, but also develop and provide an enhanced range of services to improve the skills, knowledge, wellbeing and quality of life of local people’.
